• Provide technical assistance and consultation to field representatives, officers, Executive Board members, and other departmental staff.
• Provide research assistance to support contract negotiation and enforcement.
• Research special projects as required.
• Prepare written material to support appeals presented to the Civil Service Commission.
• Assist in preparation with testimony or other presentations as may be required by other departments.
• Consistent and reliable attendance.

Qualifications:
• Graduate level college degree in Social Sciences, Public Policy, Economics, Political Science, Labor Studies, or a related field is required. Higher level graduate work may be substituted for one year of work experience.
• Minimum three years professional work experience in research position.
• Knowledge of research design methodologies and NYS Civil Service Law strongly preferred.
• Experience in public administration, government, or labor unions is a plus.

Successful candidate must demonstrate:
• Exceptional interpersonal skills and ability to effectively communicate (both written and verbal) with staff, union members & elected members, and our executive team.
• Strong computer skills (Microsoft Office Suite: Outlook, Word, Excel, and PowerPoint).
• Proficiency in research methodology, data collection, and data analysis.
• Excellent organizational skills including time management and attention to detail.
• Strong analytical skills to assess NYS Civil Service Law and contract terms and identify risks or opportunities.
• A collaborative, innovative, and results-oriented mindset.

Salary and Benefits:

The salary range for this position is $70,391.00 (minimum) - $100,912.00 (maximum).

Responsibilities

  • Research informational requests from Field Representatives, Officers, and Executive Board members, attend Labor/Management and Civil Service meetings, prepare correspondence to Civil Service Commission
  • Provide research support to other PEF Departments, including Legal and Legislative Departments
  • Process casework arising from inquiries received in the Department
  • Design, execute and complete independent projects
  • Provide assistance to Labor/Management Committees as may be required
  • Assist in analysis of State Budget, including monitoring of expenditures
